you need to make sure the Virtualization settings itself is turned on
this is done from the windows BIOS settings. i did it by
1. rebooting my computer tapping f1 to enter the BIOS settings
2. going to advanced settings
3. again go advanced settings within advanced settings
4. CPU configuations find the cpu Virtualization turn on and save and reboot
